Meet the New LCF Board of Directors

Thank you to all of the Lousiana Clean Fuels Members who participated in the LCF Board of Directors election!  

Per LCF bylaws, 9 of the 11 seats were open for election; 7 incumbents were on the ballot. All dues paying members and members of the LCF Board of Directors received a ballot.

Four incumbents were elected: Jean Kelly, Fred Skal, Jamie Setze and Jim Tilley. Five new members were elected: Matt Dearmon, Curtis Donaldson, Calvin Ray, Paula Ridgeway and Danny Smith. Robert Borne, representing Entergy and Randy Hayden, representing Louisiana Propane Gas Association were not up for reelection and will remain on LCF’s Board of Directors.

We look forward to the Board's guidance and expertise to advance LCF's mission of reducing petroleum consumption and increasing alternative fuel use in our state.  

1. Matt Dearmon | Entergy
Dearmon is tasked with assessing and pursuing new load and revenue growth opportunities for the utility’s various operating companies. He is currently in charge of assessing all transportation electrification opportunities, and advising the company’s leadership in this space. As part of this initiative, Entergy often leverages the resources of the DOE, EPRI, EPA, EEI, and other relevant organizations to assess how other alternative fuel conversion options compare to electrification from an economic, environmental, and overall viability standpoint.  
Entergy maintains close contacts with power industry peers and 3rd party experts to learn about programs already in place, best practices, and the latest methodologies used to quantify growth potential within specific service territories. Dearmon is currently advising LCF with several electric vehicle infrastructure projects.  He is a resource for the coalition to keep the relationship with Entergy and the services they can provide. 

2. Curtis Donaldson | CleanFuelUSA
Donaldson is a Texas A&M University alum and was commissioned as a second lieutenant in the Army. Following over a decade with Conoco, he started his company, Clean Fueling Technologies, which specialized in alternative fuel infrastructure and equipment manufacturing. In 1999, he initiated CleanFUEL USA to begin networking alternative fuel stations in California, Arizona, Colorado, Texas, Georgia and Michigan. CleanFUEL USA now offers both infrastructure and engine fuel solutions for propane autogas and continues to offer their CFT line of autogas dispensers as well as the UL listed, Gilbarco Encore. The company is responsible for several OEM engine programs with GM and Freightliner, and also distributes aftermarket engine kits.  

Donaldson has served on the Propane Education and Research Council and as Chairman Emeritus & Board member of the National Ethanol Vehicle Coalition from 2004 to 2006. The Department of Energy's Clean Cities Group awarded him the Alternative Fuel "Hero" Award, and his company received the DOE award for Alternative Fuel Exporter of the Year. 

3. Jean Kelly | Louisiana Department of Environmental Quality | Incumbent
Kelly serves as the Louisiana Clean Fuels Treasurer and handles all financial activity for the coalition.  She has a background in the accounting and communications fields.  Her contacts and experience with state agencies has helped to grow the coalition’s reach during her time with Louisiana Clean Fuels. 

Kelly is the coalition’s liaison with the Louisiana Department of Environmental Quality, and serves as an advisor in financial management and assists LCF with communication outreach to stakeholders around the state.  Recently, she secured funding and assisted LCF staff to launch the promotion campaign for Geaux Ride, a carpooling match service led by the Capital Region Planning Commission. 

4. Calvin Ray | Republic Services
Ray has served as the General Manager for Republic Services since 2010, and is responsible for multi-unit operations management, project planning and development, vendor sourcing and negotiating, market development, strategic selling, acquisitions, and executive-level relationship building.  Ray manages over 110 routes and 2010 team members for the hauling company.  Previous to his position at Republic Services, Calvin held positions at Cintas and TruGreen LandCare.  
Republic Services was awarded the 2015 Fleet of the Year by Louisiana Clean Fuels for their compressed natural gas fleet.  The fleet helped to reduce 604.6 tons of greenhouse gases and reduced 186,000 gallons of diesel fuel by making the switch to natural gas.

5. Paula Ridgeway | Former Louisiana Department of Natural Resources
Ridgeway is retired from the State of Louisiana after 32 years of service. For 18 years she was the Manager of the Federal Energy Efficient programs in the LADNR Technology Assessment Division.  One of her many successful projects was serving as a lead over the American Recovery and Reinvestment Act (ARRA) for the design, development, and implementation of energy efficiency and renewable energy projects totaling $89 million.

Under Ridgeway’s direction, Shreveport, La became the first in the nation to receive US EPA approval for performance contracting of city buildings to be included in an Early Action Compact, facilitated the organization of 3 Clean Cities Coalitions and designed expansion for the Louisiana Clean Fuels initiative for development of alternative fuels throughout the state. 

6. Jamie Setze | Capital Region Planning Commission | Incumbent
Setze graduated from the Virginia Military Institute with a B.S. in civil engineering. Following his military service, he attended the University of Florida where he received a Master’s degree in Civil Engineering.  He has held several planning engineer positions including the LADOTD and FHWA.  He was appointed the Executive Director at CRPC in July of 2013. 

Setze is currently on LCF’s Board of Directors, and assists as an advisor with several alternative fuel projects. Currently, he is working with the coalition for an Emission Reduction Credit Program for alternative fueled heavy-duty vehicles. 

7. Fred Skal | Premier Automotive Group/Premier CNG | Incumbent
Skal is the Chairman of the LCF Board of Vehicle Sales and Infrastructure.  He has over 46 years of experience in automotive sales.  Currently, he holds a Business Development Executive position at Premier Automotive Group/Premier CNG in New Orleans, LA.  The company specializes in the expansion of CNG use in fleet operations as well as CNG station development in LA. 

Skal is the President of Skal Motors, LLC, an automotive consulting firm specializing in CNG fleet conversions and station implementation.  His contacts with state agencies and large, public-owned corporations have helped to grow the coalition’s reach during his tenure on LCF's Board of Directors.

8. Danny Smith | UPS

Smith’s unique combination of financial expertise, strong skills in customer relations and his talent for never meeting a stranger brought him to the attention of Public Affairs after he worked as a Congressional Awareness Coordinator in Wisconsin.  When the VP of State Government Affairs position at UPS came open in the Dallas area, Smith was offered the opportunity.  His responsibilities in Texas, Oklahoma, Arkansas, Mississippi, Louisiana, Tennessee, Alabama and Florida include working with national, state and local political leaders in furthering their understanding of the many roles UPS plays in their Districts.  He is also responsible for the Congressional Awareness Coordinators in his area and manages the grass roots program. 

Smith is involved in a wide range of organizations outside of UPS.  He serves on the Executive Board of the Texas Trucking Association (TXTA) and is Chairman-elect, as well as Chairman of the TXTA’s PAC and Vice Chairman of TXTA’s Foundation.  He is also currently Chairman of the Board of the Oklahoma Trucking Association and a member of the Board of Directors for the Alabama Trucking Association.  Danny also serves on the Board of the DFW World Affairs Council.  He is also a member of the Louisiana Motor Transport Association, the Mississippi Trucking Association, the Arkansas Trucking Association, the Texas Association of Business, the US Chamber of Commerce—Southwest Region, the Mississippi Economic Council and the Oklahoma Chamber of Commerce. 

9. Jim Tilley | CenterPoint Energy | Incumbent
Tilley is the Sales Manager Louisiana and Mississippi Region for CenterPoint Energy.  Hehas been with CenterPoint Energy since 2009.  He previously worked as a ManagerKey Accounts, working with commercial and industrial customers who receive naturalgas service from CenterPoint Energy, and has over 30 years of experience in theenergy industry.  Jim works with Sales Consultants in the Louisiana and Mississippiregion to help coordinate, promote, and expand our ability to add new customers andexpand the use of natural gas. 

Tilley is a current LCF board member, and has helped the LCF’s coalition by assisting with natural gas projects and educational events in North Louisiana.
