Letter from the Executive Director

Clean Fuel Leaders, Members, and Enthusiasts:

Just a few weeks ago, I was at the ACT Expo in Anaheim, CA along with 12,000 other clean fuel enthusiasts and leaders, like you. Much of the progress our industry has seen over our coalition's 25-year history is thanks to the following: critical scientific research conducted at our federal laboratories, federal grants from the EERE and the EPA, and innovations by engineers at OEMs around the world. Clean Cities and Communities is a valued part of this process. Coalitions like LCF work collaboratively with stakeholders to conduct pilot projects to prove technologies in the field, assist with grant writing and grant management, conduct safety and technical training, and provide technical assistance and consulting to fleets. We are the boots-on-the ground that connect the dots between advances in technologies to deployment.

Clean Cities and Communities (CC&C) coalitions around the country, like us, are currently working without contracts with the US DOE. That means all CC&C activities have halted. Luckily, our coalition has other revenue streams and some of our federal grants are still intact. As such, we are still open - working on our existing projects and continuing to plan events and workshops as if we have our CC&C funding. But we are living in uncertain times and not all coalitions are going to be able to survive until the end of this quarter without additional funding support. We do not know when, or if, our (already appropriated) funding will show up along with our 2025-26 cooperative agreements, let alone if the 2026 appropriations will be approved. The fate of CC&C currently is uncertain.

How can you help? Join LCF as a member or renew at a higher level today. Next, if you are a national or regional organization, please consider donating to us or other Clean Cities and Communities coalitions across the US. Especially those smaller independent non-profits (list of coalitions across the country can be found here). They need your help now more than ever.

Other ways to show your support: Sponsor coalition events in your service areas. We all need support from our stakeholders and from industry right now if we are going to get through this transitional period of uncertainty.

Louisiana Clean Fuels, in partnership with Plug-in-America, are hosting an electric vehicle Ride & Drive experience in conjunction with the Bossier City Farmer's Market, featuring electric vehicles of all makes and models.  This is your opportunity to get in front of individuals in Northwestern Louisiana to showcase your products. Please note that all OEM and dealership vehicles must get permission to exhibit their vehicles with the Louisiana Motor Vehicle Commission. House could scrap EV tax credit, Speaker Johnson says

Via Bloomberg - May 6, 2025 | House Republicans appear poised to eliminate a federal tax credit on electric vehicle purchases, according to Speaker Mike Johnson. Scrapping the tax break, which can be worth up to $7,500, is seen by some as a way to help finance tax cuts. However, some Republicans favor keeping certain clean energy breaks. Read more

More than 100 fired from National Renewable Energy Lab

Via The Hill | BY RACHEL FRAZIN - 05/06/25 5:34 PM ET | More than 100 staff members have been fired from the National Renewable Energy Laboratory, spokespeople for the lab confirmed Tuesday.

A National Renewable Energy Lab spokesperson cited “stop work orders from federal agencies, new federal directives, and budgetary shifts” in its reason for the firings.

“As a result, NREL has experienced workforce impacts affecting 114 employees across the laboratory, including staff from both research and operations, who were involuntarily separated today,” the spokesperson said.

White House Budget Cuts Renewable Energy Programs, Removes Funding for the EERE and DERA

The DOE’s Energy Efficiency and Renewable Energy (EERE) program stands to lose more than $2.5 billion from its budget 

The EPA's Diesel Emissions Reduction Act (DERA) Grants could be cut by $90million

The White House budget cancels more than $15.2 billion in bipartisan Infrastructure Investment and Jobs Act (IIJA) funding, designated for renewable energy projects, carbon dioxide removal, and other cleantech. In a document released by the White House, the Trump Administration calls the investments unreliable and costly, mocking renewable energy and EV initiatives and deeming them “scams.” Another $6 billion in IIJA funds designated for EV charging programs and battery makers is also being pulled.

The budget kills another $80 million in renewable energy programs at the Department of the Interior and eliminates conservation programs at the Bureau of Land Management (BLM). $408 million is being cut from the Office of Nuclear Energy’s budget, reducing federal support for “non-essential research on nuclear energy,” and another $270 million from the Office of Fossil Energy. The budget proposal seeks to repeal more than $15 billion of the Bipartisan Infrastructure Law, named the Infrastructure Investment and Jobs Act, passed in 2021. The Biden administration’s law looked to spur domestic manufacturing, improve roads, bridges and ports, fund cleaner drinking water and other programs. (via abcnews.go.com)
