Zeldin Confirms RFS Rule Will Be Finalized In March

MARCH 24, 2026 | BY ERIN KRUEGER - U.S. EPA Administrator Lee Zeldin on March 24 confirmed the agency will release a final rule setting 2026 and 2027 Renewable Fuel Standard renewable volume obligations (RVOs) before the end of March. 

Zeldin commented on the pending RVO rule during a speech delivered as part of the USDA’s National Ag Day event. 

The RFS rule is widely expected to be released on March 27 as part of an agriculture celebration planned to be held at the White House to honor farmers, ranchers and agribusiness leaders. 

The EPA in June 2025 released a proposed rule to set 2026 and 2027 RVOs. Referred to by the agency as the “Set 2” rule, the proposal also included provisions to alter the RFS to limit the participation of imported fuels and feedstocks, eliminate electricity from the RFS program, and reduce the 2025 cellulosic RVO. A comment period on the proposed rule was open through Aug. 8. 

The agency in September 2025 released a supplemental notice of proposed rulemaking (SNPRM) that considers several options for reallocating RVOs waived under the small refinery exemption (SRE) program. A public comment period was on the SNPRM was open through Oct. 31. 

The EPA delivered its final “Set 2” rule to the White House Office of Management and Budget on Feb. 25. OMB review marks a final step before a rulemaking can be promulgated.
