    Randy Hayden is president of Creative Communications, Inc., which has been a provider of advertising, public relations and governmental relations services since 1984. Hayden also serves as a communications representative for the Louisiana Propane Gas Association. Established in 1949, LPGA is the leading non-profit trade association for the Louisiana propane industry. The purpose of LPGA is to promote, protect, and encourage the growth of the propane industry in Louisiana. LPGA is committed to the education, safety, training, promotion, and legislative and regulatory efforts of the Louisiana propane industry.

    Fred Skal has over 46 years of experience in automotive sales. Currently, he holds a Business Development Executive position at Premier Automotive Group/Premier CNG in New Orleans, LA. The company specializes in the expansion of CNG use in fleet operations as well as CNG station development in LA. In addition, Skal is the President of Skal Motors, LLC, an automotive consulting firm specializing in CNG fleet conversions and station implementation. His contacts with state agencies and large, public-owned corporations have helped to grow the coalition's reach during his tenure on LCF's Board of Directors.

    A native of Thibodaux, Scott Barrios is the senior account manager for Entergy’s Electric Technology Program in Louisiana and an electrification strategist with Entergy’s innovation hub, KeyString Labs. Entergy’s eTech program promotes the adoption of electric-powered alternatives to many applications that traditionally require fossil fuels. The program provides customer support by dedicated field representatives and financial incentives to Entergy customers who purchase select electric equipment.

    Barrios holds an MS in Strategic Intelligence from the National Intelligence University, BS in Psychology from Excelsior College, and a Certificate in Project Management from Cornell. He is also an active member in the Environmental Affairs Committee with the Southwest Louisiana Economic Development Alliance.


    Vivian Johnson

    Vivian Johnson has been with LDEQ for over 25 years, the last 17 in Air Quality. She works as the Senior Scientist Manager in the Office of Environmental Assessment, Air Planning and Assessment Division. She is the treasurer of the Association of Air Pollution Control Agencies (AAPCA) and is on the Board of Directors for the Central States Air Resource Agencies. Johnson is a graduate of LSU where she earned two degrees. One is a BA in History; the other is a BS in Physical Geography with a concentration in Meteorology and Climatology.

    Tokesha Collins-Wright's just recently joined the Louisiana Chemical Association. Before moving to LCA, she was as a partner in the Baton Rouge office of Kean Miller. She joined the firm in 2008 and practiced in the environmental law group. Tokesha's practice involved most aspects of environmental regulatory law, including permitting, compliance, enforcement, and transactional issues, as well as litigation matters. Prior to law school, Tokesha was a highway engineer for the Louisiana and Texas Departments of Transportation, where she designed roadway, drainage, and other highway projects.

    She is a member of the Junior League of Baton Rouge and is the Chair of the Junior League’s Diaper Bank. She is a long-time former board member for the Iris Domestic Violence Center. She is a 2017 Recipient of the Baton Rouge Business Report’s 40 Under Forty.

    Calvin Ray has served as the General Manager for Republic Services since 2010 and is responsible for multi-unit operations management, project planning and development, vendor sourcing and negotiating, market development, strategic selling, acquisitions, and executive-level relationship building. Calvin manages over 150 routes and 290 team members for the hauling company. Before holding his position at Republic Services, Calvin held positions at Cintas Corporation in various leadership roles and TruGreen LandCare.

    Jamie Setze, Executive Director of the Capital Region Planning Commission, graduated from the Virginia Military Institute with a BS in Civil Engineering. After serving in the military, he attended the University of Florida where he received a Master’s degree in Civil Engineering. He has held several Planning Engineer positions including the LDOTD and FHWA. He has held the Executive Director position at CRPC since July of 2013.

    Kavin Kuriyan
    UPS Customer Solutions | Supply Chain Optimization

    Kavin Kuriyan is a management team member of the Supply Chain Optimization and Sustainability group of UPS Customer Solutions. The optimization team reviews the needs of the customer and analyzes how its supply chain is enabling or hindering its efforts to meet those needs. The sustainability team provides carbon emissions data to help customers understand, monitor, and manage their climate impacts.

    Kavin joined UPS in 2005 and has over 15 years of experience in supply chain and logistics, including solutions, marketing, and sales. He holds a BS in Information Systems with a minor in Business Administration from Carnegie Mellon University.

    Paul Pratt

    Paul Pratt, director of Customer Services & Marketing at SWEPCO, is responsible for bringing efficient electric technologies to homes, businesses and communities, energy efficiency programs and customer service.

    Pratt most recently served as manager of Energy Efficiency and Consumer Programs for Louisiana and Texas. He joined SWEPCO in 2006 as an energy efficiency and consumer programs coordinator. Pratt earned a bachelor’s degree from Louisiana State University Shreveport and an MBA from Louisiana Tech University.

    Dinero’ Washington
    CEO of SporTran

    Dinero’ Washington is a native of Shreveport and serves as the president/chief executive officer for Shreveport Transit Management (SporTran) and Metro Management Inc. SporTran serves as the public transit system for the Shreveport and Bossier urbanized area. Washington earned two degrees from Northwestern State University and later earned his MBA from Stayer University. He believes in the power of hard work, and under his leadership, SporTran has designed, built, and opened the doors to three new transit passenger terminals and introduced the first new bus routing and scheduling network in the Shreveport-Bossier area in more than 25 years. The new bus routing and scheduling network introduced by Washington and his team his increased monthly ridership by more than 40,000. He also recently lead the efforts to introduce the first all battery electric buses and bus electric charging stations in Louisiana.  He currently serves as president for Louisiana Public Transportation Association and a board member for South West Transit Association. Washington has received numerous awards during his tenure at SporTran. A few of the awards he holds closely are South West Transit Association President’s Award for his outstanding service to the public transit industry, the Urban Transit System of the year award from Route Match, 2018 Shreveport Chamber of Commerce Top Business Professional, and Shreveport-Bossier Top 40 under 40.

    Kent Meadows

    Kent Meadows is a frequent speaker at LCF Events and First Responder Safety Classes. As Vice-President of NGV Solutions in 2011, Meadows established a Mississippi-based company to provide private companies, municipalities, counties/parishes, and other government agencies with turn-key solutions for their Compressed Natural Gas (CNG) needs. From small time-fill compression to Fast-fill public stations along with CNG conversions on vehicles, Meadows’ consulting, problem-solving, and specialized solutions allow him to design options to meet each client’s needs. In addition to NGV Solutions, Meadows has worked with alliances to promote alternative fuel legislation. He has served on Boards of private schools, civic organizations, churches, and ministry-based charities. Meadows is the former Vice President of NGV Solutions, and his background includes automotive dealership operations, project management, and business consulting.

    Matt Sutherland served as the President of the Board of Directors for Louisiana Clean Fuels during 2014-2016 and currently works for Sandvik Materials Technology. Sutherland has over 20 years of experience in engineering, production management, project management, financial management, logistics, sales, and business development in the precious metal, petrochemical, and energy industries. He holds a degree in Mechanical Engineering from the University of Maine as well as an MBA from the University of Houston.

    Mike McDaniel

    Mike McDaniel, Ph.D., served as the Executive Director of the Baton Rouge Clean Air Coalition. BRCAC is a coalition of local governments, businesses, educational institutions, and civic and environmental organizations committed to improving air quality in the Greater Baton Rouge Area through voluntary actions. McDaniel is a former secretary of the Louisiana Department of Environmental Quality and is a past president of Louisiana Clean Fuels.



    Harold A. Moise

    Harold Moise, now retired from Professional Engineering Consultants, worked for over 40 years in the planning, design, and construction of various environmental and infrastructure studies and projects. He has served as lead project engineer and project manager for work on various civil projects, including environmental assessments and investigations, planning studies, design, and construction of drainage and wastewater facilities, gas and product pipelines, fueling facilities (above and below ground tanks), commercial, recreational, and industrial parks and alternative fuels for vehicle fleet. He has served as project manager on design and construction of infrastructure projects ranging in costs from $500,000 to over $300 million dollars.
