Randy is president of Creative Communications, Inc., the company has been a provider of advertising, public relations and governmental relations services since 1984. Hayden also serves as a communications representative for the Louisiana Propane Gas Association. Established in 1949, LPGA is the leading non-profit trade association for the Louisiana propane industry. The purpose of LPGA is to promote, protect and encourage the growth of the propane industry in Louisiana. LPGA is committed to the education, safety, training, promotion, and legislative and regulatory efforts of the Louisiana propane industry.

Bio: 

Fred Skal is the Chairman of the LCF Board of Vehicular Sales and Infrastructure.  He has over 46 years of experience in automotive sales.  Currently, he holds a Business Development Executive position at Premier Automotive Group/Premier CNG in New Orleans, LA.  The company specializes in the expansion of CNG use in fleet operations as well as CNG station development in LA.  In addition, Skal is the President of Skal Motors, LLC, an automotive consulting firm specializing in CNG fleet conversions and station implementation.  His contacts with state agencies and large, public-owned corporations have helped to grow the coalitions reach during his tenure on LCF's Board of Directors.

Bio: 

Tokesha Collins-Wright is a partner in the Baton Rouge office of Kean Miller. She joined the firm in 2008 and practices in the environmental law group. Tokesha's practice involves most aspects of environmental regulatory law, including permitting, compliance, enforcement and transactional issues, as well as litigation matters. She assists in the representation of local, regional, and national clients in a variety of environmental matters including, regulatory proceedings, state and federal environmental advice regarding permitting and enforcement actions, and rulemaking efforts at both the state and federal level. Prior to law school, Tokesha was a highway engineer for the Louisiana and Texas Departments of Transportation, where she designed roadway, drainage and other highway projects.

She is a member of the Junior League of Baton Rouge and is the Chair of the Junior League’s Diaper Bank. She is a long-time former board member for the Iris Domestic Violence Center. She is a 2017 Recipient of the Baton Rouge Business Report’s 40 Under Forty.

Dearmon is tasked with assessing and pursuing new load and revenue growth opportunities for the utility’s various operating companies. He is currently in charge of assessing all transportation electrification opportunities, and advising the company’s leadership in this space. As part of this initiative, Entergy often leverages the resources of the DOE, EPRI, EPA, EEI, and other relevant organizations to assess how other alternative fuel conversion options compare to electrification from an economic, environmental, and overall viability standpoint.  Matt is a resource for the coalition to keep the relationship with Entergy and the services they can provide.

Vivian has been has been with LDEQ for over 25 years, the last 17 in Air Quality. She works as the Senior Scientist Manager in the Office of Environmental Assessment, Air Planning and Assessment Division.  She is the treasurer of the Association of Air Pollution Control Agencies (AAPCA) and is on the Board of Directors for the Central States Air Resource Agencies.  Vivian is a graduate of LSU; she two degrees.  One is a BA in History; the other is a BS in Physical Geography, with a concentration in Meteorology and Climatology.

Donaldson is a Texas A&M University alum and was commissioned as a second lieutenant in the Army. Following over a decade with Conoco, he started his company, Clean Fueling Technologies, which specialized in alternative fuel infrastructure and equipment manufacturing. In 1999, he initiated CleanFUEL USA to begin networking alternative fuel stations in California, Arizona, Colorado, Texas, Georgia and Michigan. CleanFUEL USA now offers both infrastructure and engine fuel solutions for propane autogas and continues to offer their CFT line of autogas dispensers as well as the UL listed, Gilbarco Encore. The company is responsible for several OEM engine programs with GM and Freightliner, and also distributes aftermarket engine kits.

Ray has served as the General Manager for Republic Services since 2010, and is responsible for multi-unit operations management, project planning and development, vendor sourcing and negotiating, market development, strategic selling, acquisitions, and executive-level relationship building.  Ray manages over 110 routes and 2010 team members for the hauling company.  Previous to his position at Republic Services, Calvin held positions at Cintas and TruGreen LandCare.

Ridgeway is retired from the State of Louisiana after 32 years of service. For 18 years she was the Manager of the Federal Energy Efficient programs in the LADNR Technology Assessment Division.  One of her many successful projects was serving as a lead over the American Recovery and Reinvestment Act (ARRA) for the design, development, and implementation of energy efficiency and renewable energy projects totaling $89 million.

Under Ridgeway’s direction, Shreveport, La became the first in the nation to receive US EPA approval for performance contracting of city buildings to be included in an Early Action Compact, facilitated the organization of 3 Clean Cities Coalitions and designed expansion for the Louisiana Clean Fuels initiative for development of alternative fuels throughout the state.

Jamie, Executive Director of the Capital Region Planning Commission, graduated from the Virginia Military Institute with a BS in Civil Engineering.   After serving in the military, he attended the University of Florida where he received a Master’s degree in Civil Engineering.  He has held several Planning Engineer positions including the LDOTD and FHWA.  He has held the Executive Director position at CRPC since July of 2013.

Smith’s unique combination of financial expertise, strong skills in customer relations and his talent for never meeting a stranger brought him to the attention of Public Affairs after he worked as a Congressional Awareness Coordinator in Wisconsin.  When the VP of State Government Affairs position at UPS came open in the Dallas area, Smith was offered the opportunity.  His responsibilities in Texas, Oklahoma, Arkansas, Mississippi, Louisiana, Tennessee, Alabama and Florida include working with national, state and local political leaders in furthering their understanding of the many roles UPS plays in their Districts.  He is also responsible for the Congressional Awareness Coordinators in his area and manages the grass roots program.

Jim Tilley is the Sales Manager for CenterPoint Energy in the Louisiana and Mississippi region.  He has been with CenterPoint Energy since 2009.  He previously worked as a Manager of Key Accounts working with commercial and industrial customers who receive natural gas service from CenterPoint Evergy.  He has over 30 years of experience in the energy industry.  Tilley works with sales consultants in the Louisiana and Mississippi region to help coordinate, promote, and expand the two state's ability to add new customers and expand the use of natural gas.

Jean Kelly serves as the Louisiana Clean Fuels Treasurer and handles all financial activity for the coalition.  She has a background in the accounting and communications fields. Mike McDaniel, Ph.D., serves as the Executive Director of the Baton Rouge Clean Air Coalition.  BRCAC is a coalition of local governments, businesses, educational institutions, and civic and environmental organizations committed to improving air quality in the Greater Baton Rouge Area through voluntary actions. McDaniel is a former secretary of the Louisiana Department of Environmental Quality, and is a past president of Louisiana Clean Fuels.

Harold Moise has over 40 years of experience in the planning, design and construction of various environmental and infrastructure studies and projects. He has served as lead project engineer and project manager for work on various civil projects including environmental assessments and investigations, planning studies, design, and construction of drainage and wastewater facilities, gas and product pipelines, fueling facilities (above and below ground tanks), commercial, recreational and industrial parks and alternative fuels for vehicle fleet. He has served as project manager on design and construction of infrastructure projects ranging in costs from $500,000 to over $300 million dollars.
