Letter from the Executive Director

Clean Fuel Leaders, Members, and Enthusiasts:
Now that we have returned from our fly-in to Washington, D.C., I am reminded how important it is that Louisiana continues to show up and engage in conversations about our transportation energy future. At the Energy Independence Summit, we met with members of our congressional delegation and national partners to reinforce a simple message: practical, diverse solutions are what keep our state competitive and resilient.
Back in Louisiana, we are asking for your help in two important ways. First, please take a few minutes to complete our stakeholder survey. Your feedback directly shapes the trainings, fuels, technologies, and outreach efforts we prioritize for 2026–2027.
Second, in January, we officially kicked off our Annual Fleet Activity Reporting. If your Louisiana-based organization deployed alternative fuel vehicles, added idle reduction policies or technologies, improved fleet efficiency, or supported fueling infrastructure in 2025, we want to hear from you. Your data strengthens our advocacy, supports future funding opportunities, and helps us recognize leaders at our Annual Clean Fuel Leader Awards.

GUMBO Workforce Update: EVSE Curriculum Moving Forward
Louisiana Clean Fuels is in the final year of our GUMBO workforce development grant, and we are excited about the progress being made. Our 160-hour EVSE service, maintenance, and repair curriculum has been finalized and is now being deployed to participating educational institutions across the country. Project partners in participating states from community colleges and technical training institutions have begun to
incorporate the modular content into their existing electrical, construction, and automotive programs.
We are also excited to announce that we are nearing completion of the EVSE installation curriculum, which will round out the full workforce pathway from installation through long-term operations and diagnostics. Together, these programs are designed to help communities build local technician capacity and support reliable charging infrastructure as EV adoption continues to grow.

Transportation Data Points: Let's Take A Deep Dive Into The LA EV Registration Data - Make/Model/Year
February, 3, 2026 - Louisiana’s most common EVs reflect a market that is both maturing and expanding. The Top 10 models include early-generation vehicles that remain on the road, alongside newer plug-in hybrids and electric trucks that are driving recent growth. This mix suggests EV adoption in Louisiana is no longer limited to early adopters, it’s being sustained by practical vehicle choices that align with how people already drive. Combined, these 10 models account for ~44% of all EVs registered in Louisiana.

Louisiana Clean Fuels is beginning planning for our 2026–2027 program years, and we want your input.
As a stakeholder, member, partner, or event participant, your feedback helps us prioritize the fuels, technologies, trainings, and events that matter most to you. Whether you are a fleet manager, vendor, educator, or public agency partner, your perspective directly informs our workshops, technical assistance, committees, and outreach efforts.

Clean Fuels Funding Announcements

A federal court ruling has reopened access to hundreds of millions of dollars in National Electric Vehicle Infrastructure (NEVI) funding, allowing states to resume stalled EV charging projects after the U.S. Department of Transportation froze approvals tied to the $5 billion program.

In a Jan. 23 partial summary judgment, a federal judge blocked USDOT and the Federal Highway Administration from suspending previously approved state EV infrastructure plans or withholding formula funds linked to those plans. The court found that federal officials lacked authority to rescind approvals that had already cleared review, calling the move unlawful and “capricious.”
The decision follows a Feb. 6, 2025 directive that paused approvals and halted new obligations of NEVI funds while the program was under review. Although reimbursement of existing obligations continued, states were unable to move forward with new projects, effectively freezing procurement pipelines.
The ruling restores certainty for states that had already secured federal approval of their plans and reopens access to unobligated NEVI funds in the plaintiff jurisdictions, clearing the way for corridor charging projects to move forward nationwide.

(EPA) have just released the 2026 Fuel Economy Guide. The Guide provides detailed fuel economy estimates for model year 2026 light-duty vehicles, along with estimated annual fuel costs and other information for prospective car buyers.

Energy Independence Summit 2026
Bringing Louisiana’s Voice to Washington
Last week, Louisiana Clean Fuels participated in the Energy Independence Summit (EIS26) in Washington, D.C., hosted by Transportation Energy Partners. The Summit brought together Clean Cities and Communities coalitions, industry leaders, fleets, and policymakers to strengthen America’s transportation energy security through practical, real-world deployment of diverse fuel and vehicle technologies.
Louisiana was strongly represented by coalition leaders, industry partners, utility stakeholders, and academic collaborators. Together, we met with members of our congressional delegation to share how clean transportation projects are advancing across our state, from alternative fuel infrastructure and fleet deployment to workforce development and public-private partnerships.

Our message was clear: there is no single solution that works everywhere. Different fleets, duty cycles, and operating environments require different tools. An “all-of-the-above” approach ensures that Louisiana remains flexible, competitive, and resilient as technologies evolve.
We also emphasized the value of collaboration, how research, industry innovation, and on-the-ground coalition support work together to move promising technologies from concept to deployment. Demonstration drives adoption, and local implementation delivers measurable results.
The Summit provided an important opportunity to align with national partners before engaging on Capitol Hill. These conversations help ensure federal decision-makers understand how transportation energy policy translates into real impacts in communities like ours.
We are grateful for the thoughtful engagement from our delegation and proud of how Louisiana’s clean transportation community came together to represent our state’s practical, diverse, and forward-looking energy leadership.
Louisiana’s voice was heard.

Clean Fuels Conference & Workshops

LCF is hosting a free, four-part technical webinar series this March and April to guide school districts thorugh the process of adding EV school buses to their fleets.
These sessions are designed for school transportation directors, maintenance teams, administrators, and decision makers who are planning to apply for funding, preparing to order buses, or already operating ESBs. We will cover planning, procurement, staff training, manufacturer support, and charging strategies, with plenty of time for discussion.

LCF Member in the News: Louisiana State University
Congratulations to Louisiana State University on formalizing two new partnerships with U.S. Department of Energy national laboratories: Argonne and Oak Ridge National Laboratories. This is an exciting step that strengthens Louisiana’s role in national energy research. These new agreements expand LSU’s work with leading DOE labs, including enhanced collaboration with national laboratory researchers on advanced energy systems, grid resilience, carbon management, and next-generation technologies. The partnerships open the door for joint research initiatives, shared expertise, student and faculty engagement, and deeper integration into the federal energy innovation ecosystem.
A designated coalition in the U.S. Department of Energy’s Clean Cities and Communities partnership for over 25 years, LCF works closely with these DOE national laboratories by leveraging their data tools, technical expertise, and research analysis to provide objective guidance to fleets and communities. We translate national lab resources into practical, locally tailored deployment support across Louisiana.
As LSU advances research and deepens ties with the national labs, the university will be well positioned to expand beyond its traditional research role into development. Our partnership with LSU allows us to continue their statewide support of industry through the demonstration and deployment of clean transportation technologies and advanced, cleaner, domestically produced fuels, helping translate federal priorities into real-world progress across fleets, infrastructure, and workforce development in Louisiana.
Strong research. Strong federal partnerships. Real-world implementation. That alignment is what keeps Louisiana leading in energy.
